2.3 Order of precedence. In the event of a conflict between the text of this document and the references cited herein, the text of this document takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exemption has been obtained.
3. REQUIREMENTS
3.1 First article. When specified (see 6.2), a sample shall be subjected to first article inspection (see 6.3) in accordance with 4.3.
3.2 Material. The material shall be a room-temperature-drying primer for application to metals to obtain maximum adhesion with ablative resistant coating conforming to MIL-C-47244.
3.3 Physical properties.
3.3.1 Appearance. The primer shall be free of lumps, jelled or cloudy areas, or flocculent precipitate and shall show no evidence of separation that cannot be readily dispersed. The primer shall have a translucent red color.
3.3.2 Viscosity. The viscosity shall be not greater than 1000 centipoises (cP)
at 25 ± 3° Celsius (C).
3.3.3 Alkalinity. The primer shall have a pH value of not less than 7.5 nor greater than 9.5.
3.3.4 Shelf life. The shelf life of the primer shall be not less than 6 months from the date of manufacture when stored in original unopened containers at a temperature less than 27°C.
