2.4 Order of precedence. In the event of a conflict between the text of this document and
the references cited herein, the text of this document takes precedence. Nothing in this
document, however, supersedes applicable laws and regulations unless a specific exemption has
been obtained.
3. REQUIREMENTS
3.1 Qualification. The sealing compound furnished under this specification shall be a
product that is authorized by the qualifying activity for listing on the applicable Qualified
Products List (QPL) before contract award (see 4.3 and 6.3).
3.2 Material. The sealing compound shall consist of a synthetic rubber base compound and
a curing agent supplied as a kit (see 3.2.2). Each component shall be homogeneous and free of
lumps and foreign matter. The sealing compound shall not contain elemental sulfur (see 4.3.2).
3.2.1 Primer. The use of a primer to promote adhesion is permitted. The primer shall be
recommended by the manufacturer and shall be included in the tests of this specification. The
primer shall be identified on the applicable QPL. The use and application of a primer shall be in
accordance with the manufacturer's instructions.
3.2.2 Kit categories. The category A sealing compound shall be furnished as a
two-component kit. Category B sealing compound shall be furnished as a premixed, degassed,
frozen kit.
